Ken Norton was born in Jacksonville. He attended Jacksonville High School as a teenager, where he was a standout football and track athlete. He was an All-State football selection and competed in eight separate track and field events his senior year, finishing first in seven of them. The “Ken Norton Rule” was then applied to all Illinois track and field teams when they won seven of the eight events. It restricted a student athlete’s participation in track and field events to four.

Norton went on to play football at Northeast Missouri State University. He studied elementary education there.
