Patrick Laoya, a 26-year-old black man, was found murdered outside his home in Grand Rapids, Michigan, on the morning of April 4. White police officer Eric Winstrom, who this March turned Grand Rapids chief from a high-ranking Chicago police commander, stopped Leyoya’s car and fired his teaser (electric shock gun). But Lyoya did not do this and after some time a quarrel broke out between the two. In rainy weather, a police officer held a taser (fire gun) twice on the back of black man Patrick.
